Create an issue
Open a GitHub issue from incident evidence.

Review the destination and issue content.
Review the exact repository, base branch, service path, incident summary, and generated issue body before creating an external record. The issue title follows the pattern [Seamward] <integration>: <incident summary>, and the body carries the incident facts, the proposed repair operations, recorded assumptions, evidence references, and the validation and approval record.
Create the issue
Confirm one external issue delivery.
Use Manual issue delivery in the incident's Repair tab, open Review issue details, then click Create GitHub issue and confirm the repository and content. The issue always states that Seamward has not changed, merged, or deployed application code; an engineer must review and implement the approved repair.
Delivery status
Open the resulting issue or inspect a failed delivery.
Seamward records in-progress, completed, and failed deliveries, and issue creation is idempotent: retrying a delivery finds the existing issue instead of creating a duplicate.
